Digital prequalification service for public procurement procedures

Initially, we were tasked with designing a streamlined, digitized prequalification process. A major challenge was that the prequalification process is not subject to a uniform procedure, nor is it managed by a higher authority with overall responsibility. Based on legal principles, extensive research, and interviews with stakeholders, technical requirements were finally documented and prioritized in close cooperation with the service manager of the Free Hanseatic City of Bremen. Using agile design thinking methods, we developed user models (known as personas) and defined a user journey that maps future interactions.
